Tidewater - Snake River and Vancouver Terminal Safe and Effective Threshold Determination Report - Formal public comment period
Class 1 Facilities are required to submit a Safe & Effective Threshold Determination Report that explains when it is safe and/or effective to deploy boom prior to oil transfers at their location. This report takes in account when it is physically safe for personnel at the facility to pre-boom prior to transfers and when boom may or may not be effective, both based on weather conditions such as wind speed, current, and wave height.
